Frank Chen, the well-known Chinese writer living in New York, discussed the writing background and impact of one of his novels “Otter Street Anecdotes”, which tells a story of how a Chinese American family survived during the “Chinese Exclusion Act” in the 19th century in the Lower Manhattan New York.
